The Town Board of the Town of Pavilion held the Regular Board meeting on September 10, 2025 at the Town Hall, One Woodrow Drive, Pavilion, New York 14525 at 7:00 pm were:

Councilperson Dean Davis-Present

Following pledge to the Flag, Supervisor Thater opened the meeting at 7:02 PM.
REPORTS:
Highway James Cleveland:
- Roanoke Road is paved. Sparks road tentatively to be completed.
- Shared services with Wyoming County will be happening at the end of the month
- Hybrid in the process of pouring concrete for salt building
Highway John Rudgers:
- No Report
Sewer Donald Oberlin:
- No report (absent) Per Jim, building color to be discussed in new business
Code Enforcement-Kenneth Steinmetz:
- No updates other than an auto garage will be going in at T-town
Water -Dean Davis
- Regarding WD7, the easements were processed. A resigned was sent to appropriate parties to be approved. Going out to bid after approvals are received, tentatively next month. Per Jim, WIIA Grant application to be completed if awarded will cover 70% of project costs – award notification will be in December.
OLD BUSINESS:
- Town Court: Moving Locations
Supervisor Thater discussed being in contact with Stafford and Judge Mattice is willing to work out an arrangement.
Supervisor Thater offered a motion, seconded by Councilperson Davis on
Resolution 49, 2025: To continue negotiation on a court agreement between the Town of Pavilion and the Town of Stafford to which Pavilion Court would move to the Town of Stafford

Discussion about current provider and possibility of switching to new provider. New provider web hosting is more cost effective than current provider. New provider can also transition the town to a .gov website at a lower cost.
Councilperson Davis offered a motion, seconded by Councilperson Steinmetz
Resolution 50, 2025: To have Seth Graham Design LLC provide web hosting as our 2026 provider as well migrate the Town’s .com website to a .gov website per new State regulations

- County solar meeting: Scot Savidge will be representing the Town of Pavilion to support the preservation of farmland against solar use
- Budget: 2 % tax cap preliminary budget will be sent to board members for review

Resolution 54, 2025: Approve Municipal Solutions to apply for WIIA Grant for WD7
Resolution with reference to the proposed
Town of PAVILION, GENESEE COUNTY, NEW YORK
WATER DISTRICT NO. 7 Project
WHEREAS, the Town Board of the Town of Pavilion has determined that it is in the Town’s best interest to apply for funding to assist in the financing of its improvements to the Town’s Water District #7: and
WHEREAS, affordability for Town residents and property owners is a significant concern in advancement of the proposed project: and
WHEREAS, the Town is eligible for Water Infrastructure Improvement Act (WIIA) funding consideration and must now submit a competitive application to obtain WIIA funding.
NOW, THEREFORE, be it resolved as follows:
1. The Town Board authorizes Municipal Solutions, Inc. to prepare an application for Water Infrastructure Improvement Act grant funds from the NYS Environmental Facilities Corporation (EFC) for the Town’s Water District #7.
2. The Town Board authorizes the Supervisor to execute the WIIA grant application, the grant agreement if awarded and any related forms or documents required for the application.
3. This resolution shall take effect immediately.

- Comment on highway departments good work with mowing
- Public commentary about website dates being incorrect, acknowledged and informed it was immediately corrected
- Public commentary about concerns that lack of event regulation pose to be safety issue, acknowledged and noted that law enforcement has not contacted the town
